What it is and the problem it solves
A proposal to replace chaotic local solar times with a uniform, globally divisible time system. It solved railway and telegraph scheduling confusion caused by hundreds of local times.
How it works
Fleming divided the world into twenty-four 15-degree longitudinal zones, labelled A–Y (excluding J), each one hour wide. Clocks in each zone showed the same time. Adjacent zones differed by exactly one hour. He linked zone G to the Greenwich meridian, then later revised the system to anchor it at the 180th meridian.
What works
The core geometry—24 zones, 15 degrees each, one-hour offsets—survives in all modern time zone systems. His advocacy directly led to the International Meridian Conference’s adoption of the Greenwich meridian and the 24-hour universal day.
What does not
His 24-zone lettered system was never adopted as binding. His universal 24-hour clock—conceptually at Earth’s centre, unlinked to any surface meridian—was abandoned. The International Meridian Conference declined to adopt his zonal framework.
What it changes
It shifted timekeeping from local solar time to a coordinated global grid. It established Greenwich as the reference meridian for civil time. It introduced the idea that time zones must be politically negotiable, not purely geometric.
Is it worth your time
Yes—if you work with global scheduling, historical infrastructure, or time standardisation policy. It is foundational but incomplete: no modern system uses his lettered zones or central-Earth clock.
